A build is a (python, flavor) pair; requirements, source_dirs and toolsdirs are derived from it. A python names its own file only when it differs, in [pythons."3XX".overrides.<flavor>]. Selection moves to the command line: <toml> [315 | 315:slim | :slimf ...] [--dry-run]. Missing requirements and wheelhousereq now raise, like the other two.
